The Secretary of the Navy takes pleasure in presenting the
COMMANDER TASK FORCE 115.9/INSHORE UNDERSEA WARFARE
GROUP ONE, WESTERN PACIFIC DETACHMENT
for service as set forth in the following citation:
For exceptionally meritorious service while carrying out its mission of protecting all friendly shipping in the harbors of Vung Tau, Cam Ranh Bay, Nha Trang, and Qui Nhon in the Republic of Vietnam against swimmer/sapper mining attempts, interdiction of enemy supply routes, and disruption of black-market operations during the period 1 June 1969 to 25 November 1970. While operating as part of Coastal Surveillance Force, personnel of Task Force 115.9/Inshore Undersea Warfare Group ONE, Western Pacific Detachment displayed an exemplary coordinated effort during the planning and training phases of the turning over to the Vietnamese Navy the assets and responsibilities of Harbor Defense. This was accomplished while enemy forces were continuously denied freedom of movement within assigned harbors. Large numbers of suspected junks and craft were boarded and searched which contributed significantly toward curtailing acts of sabotage and the flow of enemy supplies. The initiative, versatility, reliability, and professional competence displayed by the officers and men of Task Force 115.9/Inshore Undersea Warfare Group ONE, Western Pacific Detachment during this period were in Keeping with the highest traditions of the United States Naval Service.
